Goodmorning.
AsPresident,ItookanoathtodefendtheCotitution,andIhavenogreaterreoibilitythantoprotectourpeople,ourfreedom,andourwayoflife.OnSeptemberthe11th,20__,ourfreedomandwayoflifecameunderattackbybrutalenemieswhokillednearly3,000iocentAmerica.We’refightingtheseenemiesacrotheworld.Yetinthisfirstwarofthe21stcentury,oneofthemostcriticalbattlefrontsisthehomefront.AndsinceSeptemberthe11th,we’vebeenontheoffeiveagaittheterroristsplottingwithinourborders.OneofthefirstactiowetooktoprotectAmericaafterournationwasattackedwastoaskCongretopathePatriotAct.ThePatriotActtoredownthelegalandbureaucraticwallthatkeptlawenforcementandintelligenceauthoritiesfromsharingvitalinformationaboutterroristthreats.AndthePatriotActallowedfederalinvestigatorstopursueterroristswithtoolstheyalreadyusedagaitothercriminals.Congrepaedthislawwithalarge,bipartisanmajority,includingavoteof98-1intheUnitedStatesSenate.
Sincethen,America’slawenforcementpersoelhaveusedthiscriticallawtoprosecuteterroristoperativesandsuorters,andtobreakupterroristcellsinNewYork,Oregon,Virginia,California,TexasandOhio.ThePatriotActhasaccomplishedexactlywhatitwasdesignedtodo:ithasprotectedAmericanlibertyandsavedAmericanlives.
Yetkeyprovisioofthislawaresettoexpireintwoweeks.Theterroristthreattoourcountrywillnotexpireintwoweeks.TheterroristswanttoattackAmericaagain,andinflictevengreaterdamagethantheydidonSeptemberthe11th.CongrehasareoibilitytoeurethatlawenforcementandintelligenceofficialshavethetoolstheyneedtoprotecttheAmericanpeople.
TheHouseofRepresentativespaedreauthorizationofthePatriotAct.YetaminorityofsenatorsfilibusteredtoblocktherenewalofthePatriotActwhenitcameupforavoteyesterday.Thatdecisionisirreoible,anditendangersthelivesofourcitize.Thesenatorswhoarefilibusteringmuststoptheirdelayingtactics,andtheSenatemustvotetoreauthorizethePatriotAct.Inthewaronterror,wecaotaffordtobewithoutthislawforasinglemoment.
Tofightthewaronterror,IamusingauthorityvestedinmebyCongre,includingtheJointAuthorizationforUseofMilitaryForce,whichpaedoverwhelminglyinthefirstweekafterSeptemberthe11th.I’malsousingcotitutionalauthorityvestedinmeasCommander-in-Chief.
Intheweeksfollowingtheterroristattacksonournation,IauthorizedtheNationalSecurityAgency,coistentwithU.S.lawandtheCotitution,tointercepttheinternationalcommunicatioofpeoplewithknownlinkstoalQaedaandrelatedterroristorganizatio.Beforeweinterceptthesecommunicatio,thegovernmentmusthaveinformationthatestablishesaclearlinktotheseterroristnetworks.
Thisisahighlyclaifiedprogramthatiscrucialtoournationalsecurity.ItspurposeistodetectandpreventterroristattacksagaittheUnitedStates,ourfriendsandallies.Yesterdaytheexistenceofthissecretprogramwasrevealedinmediareports,afterbeingimproperlyprovidedtonewsorganizatio.Asaresult,ourenemieshavelearnedinformationtheyshouldnothave,andtheunauthorizeddisclosureofthiseffortdamagesournationalsecurityandputsourcitizeatrisk.Revealingclaifiedinformationisillegal,alertsourenemies,andendangersourcountry.
Asthe9/11Commiionpointedout,itwasclearthatterroristsiidetheUnitedStateswerecommunicatingwithterroristsabroadbeforetheSeptemberthe11thattacks,andthecommiioncriticizedournation’sinabilitytouncoverlinksbetweenterroristshereathomeandterroristsabroad.TwooftheterroristhijackerswhoflewajetintothePentagon,NawafalHamziandKhalidalMihdhar,communicatedwhiletheywereintheUnitedStatestoothermembersofalQaedawhowereoverseas.Butwedidn’tknowtheywerehere,untilitwastoolate.
